Ethiopia's Personal Data Protection Proclamation No. 1321/2024 is the country's comprehensive data-protection law. As a platform built first for Ethiopian clinics, Teliyadu OralOS is designed around its requirements.
About Proclamation No. 1321/2024
The Proclamation sets out principles for lawful, fair and transparent processing of personal data, defines the obligations of data controllers and processors, grants rights to data subjects, and regulates how personal data may be transferred outside Ethiopia. Health data is treated as a special category that requires heightened protection.
Supervisory authority & registration
The Proclamation provides for a data-protection authority responsible for oversight and enforcement, and may require controllers and processors to register and to follow specific rules before transferring personal data abroad. Teliyadu hosts data securely and can provide the records to support your registration and accountability obligations.

Who is responsible for what
Your clinic is the data controller for the patient information it stores in Teliyadu OralOS — you decide why and how it is processed. Teliyadu acts as a data processor, handling that information only on your documented instructions and only to provide the service. A data processing agreement (DPA) setting out these responsibilities is available on request.
Data-subject rights
Individuals have the right to be informed about processing, to access their data, to have inaccurate data corrected, to object to or restrict certain processing, and to have data erased where the law allows. Teliyadu OralOS helps your clinic act on these requests.
